- [EXCERPTS] HOLUM MAY 15 NEWS CONFERENCE IN GENEVA Geneva -- John Holum, director of the Arms Control and Disarmament Agency, says the United States strongly believes the time is ripe for the CD to begin negotiating a ban on the production of fissile materials used in nuclear weapons and a ban on anti-personnel landmines. But the work of the conference has become "immobilized by the concept of linkage," Holum said, in apparent reference to demands from India, Pakistan, and other non-aligned states that the CD also begin negotiations on nuclear disarmament.
